firmware: imx: add COMPILE_TEST for IMX_SCU driver

Browse Source 
Add COMPILE_TEST support to IMX_SCU driver for better compile
testing coverage.  Any driver depending on IMX_SCU shouldn't have
COMPILE_TEST though.
