MAINTAINERS: add uapi directories to API/ABI section

Browse Source 
Let's add include/uapi/ and arch/*/include/uapi/ to API/ABI section, so
that for patches modifying them, get_maintainers.pl suggests CCing
linux-api@ so people don't forget.
