Gao feng 59445b6b1f ipv4: avoid useless call of the function check_peer_pmtu 
In func ipv4_dst_check,check_peer_pmtu should be called only when peer is updated.
So,if the peer is not updated in ip_rt_frag_needed,we can not inc __rt_peer_genid.

Gao feng d5123480b1 netconsole: enable netconsole can make net_device refcnt incorrent 
There is no check if netconsole is enabled current.
so when exec echo 1 > enabled;
the reference of net_device will increment always.

Gao feng 561dac2d41 fib:fix BUG_ON in fib_nl_newrule when add new fib rule 
add new fib rule can cause BUG_ON happen
the reproduce shell is
ip rule add pref 38
ip rule add pref 38
ip rule add to 192.168.3.0/24 goto 38
ip rule del pref 38
ip rule add to 192.168.3.0/24 goto 38
ip rule add pref 38

then the BUG_ON will happen
del BUG_ON and use (ctarget == NULL) identify whether this rule is unresolved
