Nowadays, nlmsg_multicast() returns only 0 or -ESRCH but this was not the
case when commit 134e63756d was pushed.
However, there was no reason to stop the loop if a netns does not have
listeners.
Returns -ESRCH only if there was no listeners in all netns.
To avoid having the same problem in the future, I didn't take the
assumption that nlmsg_multicast() returns only 0 or -ESRCH.

With commits 35e015e1f5 and a2d3f3e338, the global 'accept_dad' flag
is also taken into account (default value is 1). If either global or
per-interface flag is non-zero, DAD will be enabled on a given interface.
This is not backward compatible: before those patches, the user could
disable DAD just by setting the per-interface flag to 0. Now, the
user instead needs to set both flags to 0 to actually disable DAD.
Restore the previous behaviour by setting the default for the global
'accept_dad' flag to 0. This way, DAD is still enabled by default,
as per-interface flags are set to 1 on device creation, but setting
them to 0 is enough to disable DAD on a given interface.

x-netns interfaces are bound to two netns: the link netns and the upper
netns. Usually, this kind of interfaces is created in the link netns and
then moved to the upper netns. At the end, the interface is visible only
in the upper netns. The link nsid is advertised via netlink in the upper
netns, thus the user always knows where is the link part.
There is no such mechanism in the link netns. When the interface is moved
to another netns, the user cannot "follow" it.
This patch adds a new netlink attribute which helps to follow an interface
which moves to another netns. When the interface is unregistered, the new
nsid is advertised. If the interface is a x-netns interface (ie
rtnl_link_ops->get_link_net is defined), the nsid is allocated if needed.

The goal of the patch is to fix this scenario:
ip link add dummy1 type dummy
ip link set dummy1 up
ip link set lo down ; ip link set lo up
After that sequence, the local route to the link layer address of dummy1 is
not there anymore.
When the loopback is set down, all local routes are deleted by
addrconf_ifdown()/rt6_ifdown(). At this time, the rt6_info entry still
exists, because the corresponding idev has a reference on it. After the rcu
grace period, dst_rcu_free() is called, and thus ___dst_free(), which will
set obsolete to DST_OBSOLETE_DEAD.
In this case, init_loopback() is called before dst_rcu_free(), thus
obsolete is still sets to something <= 0. So, the function doesn't add the
route again. To avoid that race, let's check the rt6 refcnt instead.

When a vxlan interface is created, the driver checks that there is not
another vxlan interface with the same properties. To do this, it checks
the existing vxlan udp socket. Since commit 1c51a9159d, the creation of
the vxlan socket is done only when the interface is set up, thus it breaks
that test.
Example:
$ ip l a vxlan10 type vxlan id 10 group 239.0.0.10 dev eth0 dstport 0
$ ip l a vxlan11 type vxlan id 10 group 239.0.0.10 dev eth0 dstport 0
$ ip -br l | grep vxlan
vxlan10 DOWN f2:55:1c:6a:fb:00 <BROADCAST,MULTICAST>
vxlan11 DOWN 7a:cb:b9:38:59:0d <BROADCAST,MULTICAST>
Instead of checking sockets, let's loop over the vxlan iface list.

In IPv6, we cannot inherit the dst of the original dst. ndisc packets
are IPv6 packets and may take another route than the original packet.
This patch breaks the following scenario: a packet comes from eth0 and
is forwarded through vxlan1. The encapsulated packet triggers an NS
which cannot be sent because of the wrong route.

More accurately, listen all netns that have a nsid assigned into the netns
where the netlink socket is opened.
For this purpose, a netlink socket option is added:
NETLINK_LISTEN_ALL_NSID. When this option is set on a netlink socket, this
socket will receive netlink notifications from all netns that have a nsid
assigned into the netns where the socket has been opened. The nsid is sent
to userland via an anscillary data.
With this patch, a daemon needs only one socket to listen many netns. This
is useful when the number of netns is high.
Because 0 is a valid value for a nsid, the field nsid_is_set indicates if
the field nsid is valid or not. skb->cb is initialized to 0 on skb
allocation, thus we are sure that we will never send a nsid 0 by error to
the userland.

Before this patch, nsid were protected by the rtnl lock. The goal of this
patch is to be able to find a nsid without needing to hold the rtnl lock.
The next patch will introduce a netlink socket option to listen to all
netns that have a nsid assigned into the netns where the socket is opened.
Thus, it's important to call rtnl_net_notifyid() outside the spinlock, to
avoid a recursive lock (nsid are notified via rtnl). This was the main
reason of the previous patch.
