This makes sure hci_cmd_sync_queue only queue new work if HCI_RUNNING has been set otherwise there is a risk of commands being sent while turning off. Because hci_cmd_sync_queue can no longer queue work while HCI_RUNNING is not set it cannot be used to power on adapters so instead hci_cmd_sync_submit is introduced which bypass the HCI_RUNNING check, so it behaves like the old implementation. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
