Gibson Fahnestock 4dde87620a build: don't test addons-napi twice 
The addons-napi testsuite is already included in $(CI_NATIVE_SUITES), so
we don't need to manually specify it in the test-ci target as well.

Gibson Fahnestock d19809a3c5 build: avoid passing kill empty input in Makefile 
Using `xargs -r` on some platforms and `xargs` on others doesn't work,
we can't guarantee whether xargs is GNU or not. Avoid the issue by only
running kill if there are processes to clean.

Gibson Fahnestock 57b850e975 build: use $(RM) in Makefile for consistency 
Also allows someone to reassign `$RM`, e.g. with `RM=rm -v` instead of
`rm -f` (the default) should they want to. We're currently using a
mixture of `$(RM)` and `rm -f`.

There are a couple of places which aren't doing -f, have them do it for
consistency.

Gibson Fahnestock 067be658f9 test: don't connect to :: (use localhost instead) 
If a test does http.listen(0) or net.listen(0),
http.listen(0).address().address returns '::'. Some machines will
resolve this to localhost, but not all. Every machine should have
localhost defined in /etc/hosts (or equivalent), so it should always
resolve.

Gibson Fahnestock dd2d3d3f9d test: use realpath for NODE_TEST_DIR in common.js 
If you don't specify NODE_TEST_DIR, common.tmpDir will resolve to the
realpath of `node/test`.

If you do specify NODE_TEST_DIR (with the environment variable or by
running or by running tools/test.py --test-dir=x), common.tmpDir (which
is resolved from testRoot) uses the symbolic path (doesn't resolve
symlinks). This uses fs.realpathSync() to fix that.

Gibson Fahnestock 6509d747ee assert, tools: enforce strict (not)equal in eslint 
Extend no-restricted-properties to catch use of assert.equal() and
assert.notEqual() and require assert.strictEqual() or
assert.notStrictEqual() instead.

Also update the eslint-ignore in lib/assert.js to avoid
assert.equal/notEqual linter errors in their definitions.

Gibson Fahnestock 515b1f3972 build: default to ppc64 on AIX 
The ./configure python script searches `gcc -dM -E -` for the ARCH
flags. On AIX, gcc builds in 32 bit mode by default prior to gcc v6, so
you don't get the __PPC64__ flag unless you run `gcc -maix64 -dM -E -`.

We don't support ppc 32 bit for any OS, so always use ppc64 as the
host_arch.

Gibson Fahnestock 7fc4b31051 build: fix make tar-headers for Linux 
The tar-headers target tries to find and delete links in the
tar folder, which fails as no links are found. Use rm -f to
avoid this.

Remove the config.gypi dependency, as the target runs configure
itself.

If the profiler is started via the API and not stopped, V8 will
 intermittently crash during isolate teardown.

The fix is to run the DeleteAllProfiles function in Isolate::Deinit()
 if cpu_profiler_ still exists.
