Timothy Gu f374d6aaf9 messaging: fix edge cases with transferring ports
Currently, transferring the port on which postMessage is called causes a
segmentation fault, and transferring the target port causes a subsequent
port.onmessage setting to throw, or a deadlock if onmessage is set
before the postMessage. Fix both of these behaviors and align the
methods more closely with the normative definitions in the HTML
Standard.

Also, per spec postMessage must not throw just because the ports are
disentangled. Implement that behavior.

Timothy Gu a60ab57c3c deps: cherry-pick 6989b3f6d7 from V8 upstream
Original commit message:
  Fix default Intl language tag handling

  With certain ICU data bundles (such as the Node.js "small-icu"),
  %GetDefaultICULocale() may return a more specific language tag (e.g.
  "en-US") than what's available (e.g. "en"). In those cases, consider the
  more specific language tag supported.

  This CL also resolves the following Node.js issue:

The `auxData` field is not exposed to JavaScript, as DevTools uses it
for its `isDefault` parameter, which is implemented faithfully,
contributing to the nice indentation in the context selection panel.
Without the indentation, when `Target` domain gets implemented (along
with a single Inspector for cluster) in #16627, subprocesses and VM
contexts will be mixed up, causing confusion.

While VM module's columnOffset option does succeed in applying an offset
to the column number in the stack trace, the wavy diagram printed does
not account for potential offsets, resulting in erroneous location of

Before:

```
Timothy Gu 99b27ce99a url: prioritize toString when stringifying
The ES addition operator calls the ToPrimitive() abstract operation
without hint String, leading a subsequent OrdinaryToPrimitive() to call
valueOf() first on an object rather than the desired toString().
Timothy Gu b610a4db1c url: enforce valid UTF-8 in WHATWG parser
This commit implements the Web IDL USVString conversion, which mandates
all unpaired Unicode surrogates be turned into U+FFFD REPLACEMENT
CHARACTER. It also disallows Symbols to be used as USVString per spec.
Certain functions call into C++ methods in the binding that use the
Utf8Value class to access string arguments. Utf8Value already does the
normalization using V8's String::Write, so in those cases, instead of
doing the full USVString normalization, only a symbol check is done
(`'' + val`, which uses ES's ToString, versus `String()` which has
special provisions for symbols).
