Shelley Vohr 146b613941 src: prevent changing FunctionTemplateInfo after publish

Fixes an issue where Node.js tries to call SetClassName on a
FunctionTemplate twice in some cases. The above CL made it so that
V8 CHECKs when this occurs. It is fixed by ensuring SetClassName
is only called once.

Shelley VohrandJoyee Cheung 8b0e5b19bd src: fix cppgc incompatibility in v8 
This patch updates the layout of the BaseObjects to make sure
that the first embedder field of them is a "type" pointer, the
first 16 bits of which are the Node.js embedder ID, so that
cppgc will always skip over them. In addition we now use this
field to determine if the native object should be interpreted
as a Node.js embedder object in the serialization and deserialization
callbacks for the startup snapshot to improve the reliability.

Shelley Vohr bdaf51bae7 src: allow custom PageAllocator in NodePlatform 
For certain embedder use cases there are more complex memory allocation
requirements that the default V8 page allocator does not handle.
For example, using MAP_JIT when running under a hardened runtime
environment on macOS. This allows embedders like Electron to provide
their own allocator that does handle these cases.

Shelley Vohr 743ee9d2c0 src: allow preventing SetPrepareStackTraceCallback 
Node.js sets a stack trace handler specific to the v8::Context
corresponding to the current Environment. When Electron is running in a
non-Node.js v8::Context (e.g in the renderer process with
contextIsolation enabled), there will be no correspondent Environment -
we therefore need to prevent this handler being set so that Blink falls
back to its default handling and displays the correct stacktrace.

Shelley Vohr ccdd6ef649 src: make debug_options getters public 
This simplifies requires for those using DebugOptions,
since debug_options was defined in src/node_options-inl.h  and thus
embedders would need to require an extra file to do what could
